HOUSING THE 99%: POLICY, ECONOMY, RIGHTS

In our rapidly urbanizing world an increasing share of the population living in metropolitan regions experiences inadequate housing provision. In this context, inhabitants and policymakers are frequently faced with land insecurity, speculation, evection, and regulatory conflict. At the same time, housing policies provide major possibilities to improve cities and the life of their residents.

The seminar discusses housing policies, global regulatory frameworks, everyday practices of self-provisioning, and the economic context in which policies and practices play out. In particular, it problematizes the housing provision of those with little income to ask questions that cut across imaginary divisions between formality and informality, global North and South. How do those in need of housing adapt to and transform space? How do governments and policy makers regulate these efforts?
